This city-wide planning document provides detailed information on varied aspects of fatality management during a pandemic and other mass fatality events. Specifically, it defines the local and state jurisdictional responsibilities and identifies key assumptions for handling pandemic influenza-related deaths. The guidance discusses several features of mass fatality planning in seven Attachments, which address issues such as establishment of a temporary morgue, identification and tracking of remains, coordination of planning with local laws, and standards of death scene investigation. Attachment 1 is a summary of local jurisdictional procedures and planning considerations pertaining specifically to pandemic influenza fatality management. Attachments 2 through 5 describe Virginia Department of Health policies and procedures for mass fatality events. Attachments 6 and 7 list site-specific planning considerations and local vendors used to establish a temporary morgue. One reviewer suggested that the document could benefit further from a survey of available mortuary and crematory capacities, along with recognition that these capacities will be overwhelmed for a period of time. Also, the effects of a severe pandemic may require that the standards of death scene investigation be reduced further than anticipated in these guidelines. Although the document was created for the city of Alexandria, Virginia, the thoughtful and thorough attention to the many details involved in mass fatality planning may assist other jurisdictions in addressing this critical function.
